Capacity of justice sector in Ghowr strengthened

Courses for justice sector personnel of Ghowr province of Afghanistan held in provincial capital Chaghcharan came to an end. To mention the occasion, a conference was held on April 20 at the Provincial Governor's Office to address further perspectives of reforms in judicial sector of Ghowr.

 

Training of judicial staff of Ghowr province is a part of ”Enhancement of capacity of justice sector in Ghowr province” financed jointly by Lithuania and the European Commission.

 

Head of the Lithuanian Special Mission in Afghanistan Ambassador Dainius Junevicius stressed in the event that the central aim of the training is preparation of 10 local officers capable of providing similar training for their colleagues in the future so that their experience and knowledge would remain in the province.

 

”At the moment attraction of high qualification personnel to Ghowr is a severe problem. Therefore having local specialists prepared to meet qualification standards is especially important for us,” the Ambassador said.

 

The event was attended Commander PRT-8 Col. Vytautas Reklaitis, Deputy Head of the Special Mission of the Republic of Lithuania Andrius Purvaneckas, Governor of Ghowr Sayed Mohammad Iqbal Munib, and other officials.

 

58 of judicial staff who graduated from the courses were given certificates of qualification. Provincial Governor presented diplomas and greeted the graduates: ”I would like to extend my special gratitude to Lithuania for making its contribution and conducting close and successful cooperation with international organisations that guaranteed training results as good as they are. It was a privilege for Ghowr to be chosen as a priority province for implementing the reform of judicial sector in Afghanistan.”

 

Training for Ghowr judicial staff was implemented in several stages. The students completed basic course in July-August 2008. 58 representatives of local judicial sector took part in the project: personnel of courts, Procurator General's Office, administration of police prison, and volunteer listeners – lawyers, teachers, specialists of provincial administration. The second course began on 18 January 2009.

 

Constructions of the Prosecutor General's Office and refurbishment of the Ghowr Appeal Court were begun in September 2008 as other parts of the ”Enhancement of capacity of justice sector in Ghowr province” project.

 

Around 1000 books on juridical matters in Dari language were bought. This week the purchase was delivered to the Public Library established by Lithuania under the Culture and Information Department.

 

Value of the ”Enhancement of capacity of justice sector in Ghowr province” project is EUR 500,000. The programme is conducted by the UN Office on Drugs and Crime.
