Lithuanian arms control inspectors on a visit in Belarus


On November 28 a group of arms control inspectors of the Lithuanian Armed Forces an inspection of a selected military unit in Belarus under the regulations of the Vienna Document 2011 of the Organisation for Security and Cooperation in Europe (OSCE). They will carry out a verification in the 51st Artillery Brigade in Osipovichi.


The Lithuanian arms control inspectors will be able to familiarise with the unit’s structure, numbers of serving personnel, numbers, types, and examples of the main weaponry and equipment systems, and daily routines of the serving personnel while visiting the Brigade’s units and communicating with soldiers.


The visit is taking place on the basis of the bilateral agreement on additional security and confidence-building measures between Lithuania and Belarus. It foresees that both countries will annually exchange additional military information in a set format and will be able to conduct a verification visit in one military unit of choice.


The Vienna Document 2011 commits the signatory countries to conduct annual information exchange on their manpower, planned capability development and defence budgets on an annual basis, and to notify other Organisation for Security and Cooperation in Europe (OSCE) countries in advance of scheduled military activities. The states also commit to accept a designated number of inspections and evaluation visits by other member states’ military inspectors in military units in their territories.


Armed control inspectors of Belarus have already visited Lithuania this year: in October a verification visit to the Motorised Infantry Brigade Griffin took place, and a selected area inspection under the Vienna Document 2011 was held together with a guest from Russia in June during Exercise Thunder Strike 2018.


Lithuanian arms control inspectors carried out inspections in military units of Russia, Belarus and Serbia earlier this year.
